The Government's Simplifying Local Government reforms aim to reduce the number of councils across New Zealand through the creation of unitary authorities.

All councils in Taranaki intend to take part in the Government’s optional Head Start pathway. This enables them to drive reorganisation and propose a new structure that works for the region, rather than waiting for the Government to make the decision for them.

Head Start outline proposals must be submitted by 9 August 2026. If the Government approves an outline proposal in principle, councils then have until March 2027 to complete a detailed proposal.

If a council does not take part in the Head Start pathway, or the Government does not approve its outline proposal, they will be part of the Back Stop pathway. That means the Government will decide what happens in that region after the 2028 local body elections.

South Taranaki District Council, Stratford District Council and New Plymouth District Council are currently conducting individual community surveys. All councils are continuing to look for opportunities for regional alignment.

Note this is just the first stage in public consultation, there will be further opportunities to provide feedback prior to details proposals being submitted.

As Taranaki Regional Council, we represent all the people of Taranaki. We want the best outcome for our region and are committed to providing all three councils any support they need to understand regional council functions and how these may be delivered in a future model. Issues such as catchment management, protection of our natural environment, public transport, biosecurity and land management are vital to the future health and wellbeing of Taranaki.

Any changes to local councils will not take effect until at least the 2028 local body elections. Until then it is business as usual and all our usual programmes, rules and services continue.
